Water baptism is a burial of a dead person. The person should be dead and be born
again in heart by repentance before water baptism. It is also letting the world know that the old person is dead

Making sure the voluntary belief in Jesus as Messiah and then burying the person
under the water was the way baptism was exercised in the beginning of the church. Compare verse 37 here between
